Your telogram Ko.1033 (Boxed Indemnity).

There can be no question of introducing Amending

Bill this session as it is not possible in present

conditions to decide in what respects present act

should be amended, But thic need not effect the

creation of, the proposed provisional committee which

can be constituted without any legislation here. We

approve your proposal to ask I Shih to sound Tsai,

Wang Chung-hui also Tsu Min-yi, unless we revert to

former proposal of inviting Dr. Tsai to nominate the

sixth monbor.

We agree regretfully that it is advisable to omit

Ting. If when Chinese members are completed we should

propose to obtain British members. From your telegram

No.633 we understand you have approached Young and Miss Spicer. Have they accepted? Have you approached

any others? Delme probably available.
